No frills here, as reflected in the price, but it has recently been refurbished.
The location can’t really be described as central as it’s on the wrong side of the railway line. The best way to get into town is to take a bus one stop to Insitut Kulturi, which is the starting point for the metro line that runs under Prospekt Nezavisimosti.  If you are returning to your hotel by bus do note that there are two bus stops at Institut Kulturi. The one that serves buses that go over the bridge (which is where you need to go) is about 50 metres further down the road from the subway. 
The big building in the square opposite the hotel is the Railway Workers House, which has a small museum dedicated to the history of the Belarusian railways. It also houses twice weekly collectors fair selling stamps, postcards and other collectables (see Shopping). Next to this is a small café, Nistru. Behind the Railway Workers House is an old Soviet steam train, a nice photo opportunity.  Beyond that is a booking hall that sells inter-city and international train tickets. Buy any tickets you need here as it avoids submerging yourself in the round the clock chaos of the booking hall at the railway station.

It a pretty basic hotel but it has a rather endearing quality about it. If you’re on a tight budget then this place would be as good a choice as any.
Situated in the south-east of the city and right by Partizanskaya metro station, which is about 12 minutes from the centre. The metro station has an underground shopping centre but the area’s main attraction is the state-run Belarus department store spread over five floors (see Shopping). Just across the tram line is the bizarrely named “Park commemorating 50 years of the October Revolution”, which has fairground attractions. It’s also home to the Tractor Stadium, the second largest arena in the country.

Right next door to the railway station, this is one of the few Soviet-era hotels that hasn’t undergone any extensive renovation in recent years. As such you’ll get what you pay for. If you arrive in Minsk by train and you just need a cheap place to sleep then it’s ideal. But probably best to move on after that unless you’ve years of experience as a guest of Intourist in the USSR, in which case you might become rather sentimental. The 24 hour facilities at the railway station make up for the lack of any facilities at the hotel.
